The Instrument for Stability – IfS, was launched one year after the 2006 reform of the European Commission’s external funding instruments. Its creation was intended to enhance the EU’s capacity and tools to undertake both urgent short-term crisis response measures and more medium to longer term actions covering crisis preparedness as well as trans-regional threats and CBRN (chemical, biological, radiological and nuclear weapons) non- proliferation.
